It’s designed to be fished with a chunk of herring or anchovy on the hook. It’s free swinging hook allows the “Gum Drop” of bait to spin and move separately from the inline spinner.

It works well with either a triangle or 360 flasher. The "Free Swing“ double hook rig can be fished either with or without bait. The swiveling design allows the hook to move and swing. A fish can’t gain leverage on the hook and torque itself free.
